Under the general direction of the Director of Information Technology, the Information Technology Manager is responsible for the management, operations and planning of the Information Technology department.
Working under the direction of the Director of Information Technology and working in collaboration with the Operational Leadership Team, and the Executive Leadership Team, the Information Technology Manager will be responsible for enhancing internal departmental organization, processes, and infrastructure to allow our client to grow and implement core agency strategic initiatives through an integrated, innovative, informed and impactful technological ecosystem.
This role must embody our client’s IT Team’s commitment to Customer Service in support of our staff as they do the vital work of serving our clients and community.What you will be doing:
Management:
Supervises, directs, and manages IT staff, including development of work plans, prioritizing work activities, ongoing review of work and performance, and acquisition of needed resources.
Supervises, directs, and manages the relationships between outside IT resources, such as contractors or vendors, and internal resources for IT-specific work.
Serves as an escalation point and provide guidance and oversight to the IT Team with regard to troubleshooting, system and network engineering, and implementation best practices.
Maintains confidentiality and security for all client and staff related materials and/or records.
Demonstrates full compliance with and support of the Agency’s Code of Conduct and all Agency Policies and Procedures.
Actively engages with and provides growth opportunities for members of the IT team in order to increase staff retention and improve the team culture and satisfaction Operations:
Ensures the ongoing functioning of the overall technical architecture of the Agency through the direct oversight of daily operations of the IT department, including the management of infrastructure, security, and vendor relationships.
Leads the response to any network security or cybersecurity-related incidents or threats, including coordinating external and internal teams in conjunction with the Chief Compliance Officer.
Works with departmental leadership, Operational Leadership Team, Executive Leadership Team and Program staff to enhance current technology systems and research new technology solutions to improve client services and staff efficiency.
Responsible for IT Policy and Procedure development and continual education in conjunction with the IT Director and Chief Compliance Officer, specifically Information Security policies designed to protect the agency’s IT assets.
Acts as Security Administrator for external data systems such as NYS DOH systems, Rochester RHIO, etc.
Planning:
Provides input into the development of annual IT budget, in addition to oversight and management of the IT department’s expenditures for procurement of needed IT equipment and supplies.
Identifies areas of departmental improvement through the implementation of rapid and/or quality improvement projects.
Specifically, the IT Manager has oversight of the design and implementation of IT-related performance improvement initiatives.
Develops operational plans, policies, and procedures to execute the strategic vision of the Agency and the department, including the planning and implementation of IT systems and operational enhancements, and supports and develops new system features as needed.
What you will need to have:
Minimum of a BS Degree in IT or related field; or equivalent combination of education and experience.
5-7 years of progressively increasing responsibility and experience in computer information systems and network management.
Healthcare IT experience strongly preferred.
Management of IT infrastructure – network, hardware, software, and systems required.
Proven experience in operational aspects of information technology, telecommunications, and network infrastructure in medium to large enterprise-wide application environments necessary.
Skills:
Proven track record of strong leadership skills, effective communication and interpersonal skills, an ability to work well with others, form and lead teams and manage projects.
Strong technical management skills with Microsoft systems, networking hardware, and telecommunications systems.
Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information.
Strong project management experience and development skills.
Strong cost/benefit analysis and business justification development.
Effective skills in negotiation, contracting, and change management.
Excellent verbal, written, and interpersonal communication and listening skills.
Ability to constructively resolve issues and conflicts as they arise.
Ability to lift and move equipment up to 50 lbs.
Ability to sit for extended periods of time.
Ability to use a computer and look at computer screens for extended periods of time.
Ability to travel to various work locations as necessary.
