Job Description

ICL’s Chief Information Officer oversees the selection, management, and support of technology organization wide. Through the oversight of the IT department, the CIO is responsible for ensuring that technology and supporting services are in place to meet organizational needs, including the use of secure and reliable systems. As a part of the executive team, the CIO is a strategic leader not just for IT, but for the entire organization. The CIO contributes to the development of ICL’s strategic plan and oversees the execution of that plan within the IT department. By developing and ensuring adherence to technology related policies and procedures as well business continuity and disaster recovery plans, the CIO constantly assess risk to the organization and creates and implements mitigation plans. The CIO will implement and support data warehouse and business intelligence systems to empower ICL staff to be data-driven and collaborate on the collection of data for and analysis of performance metrics across the organization.

Essential Job Functions

Collaborate with members of the executive tam to provide organizational leadership and ensure that technology is selected, deployed, and managed optimally to serve ICL’s mission.

Oversee projects, staff, roles, and responsibilities within the IT department.

Lead the requirements, evaluation, selection, and implementation processes for all ICL technology initiatives, including partnering with and securing buy-in from affected programs, departments, and stakeholders.

Design, implement and support data warehouse and business intelligence systems to empower ICL to become a data-driven organization, providing performance analytics across programs and departments.

Develop, maintain, and obtain CEO approval for ICL Recovery Point Objectives and Recovery Time Objectives for all critical ICL technology systems.

Develop, maintain, and ensure the proper functioning of backup and disaster recovery systems that meet ICL Recovery Point Objectives and Recovery Time Objectives.

Ensure the security of all ICL technology systems, including conducting and documenting regular internal and external penetration testing, logging security incidents, and preparing risk assessments for the ICL CEO.

Manage relationships with and purchasing from all ICL technology vendors.

Ensure that ICL staff have access to timely and high-quality support for ICL technology to perform their job functions, including maintaining a system to track support performance indicators like initial response and resolution times.

Develop and maintain ICL technology-related policies and procedures.

Partner with programs and departments on new or changing programs or facilities to ensure technology requirements are met as well as compliance with technology standards.

Ensure technology is available and configured to meet funder and government-imposed requirements and regulations, including HIPPA-HITECH.

Develop, maintain, and ensure compliance with an ICL IT Change Management Policy.

Identify new technology developments to anticipate organizational impact.

Ensure IT and network infrastructure is adequate and configured to support ICL’s needs.

Develop and maintain an annual IT budget, including collaborating with leadership on program and department budgets that include IT costs

Communicates ICL goals, projects, and timelines to IT department staff and plans ways to execute those goals within the department.

Ensure that hardware, software, and IT systems used by ICL are kept up to date.

Will play an active leadership role in promoting ICL’s organizational values: Equity, Inclusion, Compassion, Quality, Accountability, Growth and Mastery.

Performs other duties that may be assigned

Minimum Education and Experience Requirements:

At least 3 years of experience as a CIO or similar managerial role with at least 10 years of experience in administration of information technology.

BS/BA, preferably in computer science/MIS/security, or equivalent experience.
